1) Crop your image. Duplicate the base and set it to Soft Light. Duplicate the Soft Light layer so now you have your base and two Soft Light layers. Shift + Ctrl + E to merge all the layers, then sharpen it.
2) Create a new layer, fill it with #010529. Set it to Exclusion, opacity 100%.
3) New layer, fill with #AFF8FE. Set it to Color Burn, opacity 100%.
4) Layer > New Adjustment Layer > Selective Color
Cyans
Cyan: +60%
Magenta: -16%
5) New layer, fill with #FDAFFE. Set it to Color Burn, opacity 20%.
And you're done!
