OK so this is my first tutorial ever!
Step 1: Crop and resize your base
Step 2: New layer fill with #111344 set to exclusion 100%
Step 3: New layer fill with #88E8D0 set to colour burn 100%
step 4: Duplicate your base, drag it to the top desaturate,set to soft light 100%
Step 5: New layer fill with #69BBE5 set to colour burn
Step 6: Duplicate your base, drag it to the top desaturate,set to soft light 100%
You can sharpen the top layer if you feel the need.

So this is what your layer window should look like.
