Same technique:
Take this base from damnicons. Duplicate base and set it on screen 100%. Duplicate screen layer.
Now make a new layer, and fill it with the color #021c36. Set this to exclusion. Make a new layer above that, set to burn, and fill with #aec6de. Duplicate burn layer.
Duplicate the base image, and set it on the very top of all your layers. Set it to softlight. Then go to hue/saturation/lightness and set hue: -22, saturation: 36, lightness: -6...make sure it's on master and colorize is checked off.
Finally, merge all layers and sharpen image. Then go to adjust >>> automatic contrast enhancement. Select darker, mild, bold.
