go from this:
to this:

DIFFICULTY: EASY
PROGRAM: PSP 7, BUT I'M SURE IT'S TRANSLATABLE.

STEP ONE: Get your image ready. Crop & resize to 100x100. DO NOT sharpen yet. Sharpen after you get done editing the image all the way through. Your base should look something like this:

STEP TWO: Duplicate your base. Set the duplicate layer to Multiply at 44%:

STEP THREE: LAYERS -> NEW ADJUSTMENT LAYER -> HUE/SATURATION/LIGHTNESS. Set the saturation to 9, and the lightness to 15. Here's a screenshot to help you. Click okay:

STEP FOUR: Make a new layer. Fill it with #C0C0FF and set to Overlay at 41%:

STEP FIVE: Make a new layer. Fill it with #FFC0FF and set to Burn at 75%:

STEP SIX: Make a new layer. Fill it with #008080 and set to Exclusion at 43%:

STEP SEVEN: Make a new layer. Fill it with #FD73FF and set to Luminance at 14%:

STEP EIGHT: Make a new layer. Fill it with #C0C000 and set to Burn at 34%:

STEP NINE: Make a new layer. Fill it with #COFFCO and set to Burn at 17%:

STEP TEN: Duplicate your original base, and drag this layer to the top. Set to Soft Light at 100%:

STEP ELEVEN: Merge all layers and sharpen to your liking afterwards. (Be sure that your layers look like this before merging.) You're finished!:

I think that this technique works with brighter icons, but that's just me. Play around with it until you get something that suits you best. The technique can vary depending on the base you're using, as you can see below with the other icons I've made. Remember, be creative. :] Be sure to credit if you use any icons on this page. Thank youuuuu again. :]
