Hey, thats cool :D You could probably make the rain slightly stronger by choosing a different flood fill colour. It depends on the base image as to whether a lighter or darker flood fill looks better :D

Neat icon though ;D

I don't have the option to add noise. How do you get that?

It's in Filter > Noise > Add noise. What version on PS are you using?

I think it's the Linux penguin. I just googled "rain" images to grab one randomly for this tut ;D
