Is there a way to make GIF's play at the same speed in all browsers?

I've never had a problem with my gifs when I manually set the delay to .1 seconds.

Do they play at normal speed in IE with that setting?

Yep, though I honestly haven't checked every gif I've made. But the 5 I opened just now do.

If I keep every single frame for a gif I usually use 0.03 or 0.04s at least for the delay. Less frames will need a longer delay for the action to appear at roughly the same speed so if I use every other frame I set the delay around 0.08s. Perhaps you're not setting your delay long enough?
It will also vary depending on the frame rate of your video but those times work for me for a video at 29.97 frames/sec
