VSCO-like unsaturated, dark blue tones

Hey everyone, I've fallen in love with the dark blue tones effect that can be achieved with VSCO Film plugin or VSCO Cam app, but unfortunately I can't get those products.

Not sure about the actual sequence, but I've achieved similar effects before in Photoshop. Play around with desaturation, then add a dark blue layer and try out the various blending effects (can't remember which) until you get the look you want.

I use that one quite often, and it gives the image a soft faded sepia-ish look, not the dark blue the OP is looking for.

And a light skin color soft light layer with the dark blue exclusion. Use the Layer>New Layer>Solid color layer to create color layer and play with the colors after creating soft light and exclusion layers.
