Putting text on a animated .gif in GIMP

Could someone explain the process to me? I know how to make the gif, but I would like to add text like in this example:

After you've chosen your gif layers/frames...

1. Create a transparent new layer.
2. Add your text onto that layer; arrange it exactly as you'd like.
3. Duplicate that layer again and again until you have as many duplicates as you have frames.
4. Rearrange the duplicate layers to be merged down onto each of your frames. Merge the duplicates with your frames; the text will now be on each frame in exactly the same location, font, and size for each.
5. Playback the gif to ensure you didn't miss any frames.
