I'm having this problem where whenever I try and save my caps in png instead of jpg to make gifs, the video goes slower and the caps aren't taken as quickly - no matter how much I lower the settings to how many caps should be taken

pngs always cap slower because they tend to be higher quality and larger file sizes. if you want it to go quickly you should use jpgs, or only start recording for the specific instant in the scene that you're planning on gifing. otherwise, it'll take a while to make gifable screencaps.
I think you just have to manually screen cap if you want to get as many frames for the gif. Personally, I bypass the whole process of screen capping by opening the video file in Photoshop (CS3 or above I think) and editing the animation from there. I wrote a guide about it a few days ago. Just another idea to think about.
