If you are using photoshop they are called custom shapes.

With Photoshop you can make such shapes easily with the Pen tool. It takes a little while to get used to vectors but once learned such shapes are no problem.

Looks like these frames are made with Adobe Illustrator. You can get similar results with Photoshop but it's easier with Illustrator and possibly the help of a drawing tablet.
