Whether this helps you or not, I don't know. But from what I can see of your second light texture, it looks to me like an image of real fiber optic lights that have been darkened and slightly blurred.
the technique is the same...just use select a hard round brush instead of the soft round or star shapes. you can achieve various levels of blurriness by using multiple layers and setting a different level of gaussian blur and/or outer glow to each.
Ah, that's where I went wrong. I've been playing around with soft round shapes and opacity, never tried hard brush and blur/glow. Thanks a lot, now I got something close to what I aimed at!
I agree with the poster that said the second looks like an edited image of fiber optics. The first has a certain bokek feel too it. But perhaps for the second version, if one of the lower layers were set to some sort of angular blur you could recreate the effect of the second one. It would certainly be something worth playing around with.

i have a photoshop 8 and i cant seem to find "shape dyamics" so that i can edit my brushes or make the bokeh effect. does photoshop 8 have this or not? if not is there any way i can do the bokeh or sparkle effect in order to make light textures in those styles.
