To resize any gif(or image), just go to image>image size and put in the appropriate measurements.
To get that black in the background: You make a new layer(Shift+Ctrl+N), click Brush tool, make it to whatever size you need to trace around the image, and that's it really. If you want to avoid going over the person(or thing) your outlining, use Magnetic Lasso Tool(L).
The best way is to resize and crop. But, it might be better to start over and not use as many frames. You can still have a fluid animation whilst using fewer frames. Additionally, you can tinker with the saving options to reduce file size but this will affect quality but it's possible to strike a good balance.
If you don't absolutely need the big black border, I'd crop it out. You will definitely reduce file size that way.

but when i resize the gif that way. its still too big. it has to be under 500kb. how do i do that?

If you don't absolutely need the big black border, I'd crop it out. You will definitely reduce file size that way.
