it could be your saving prefrences,
what are you saving them under?

uhm, well, i first do
save for web
and it's set to png 24

try
File > save > save as
set to png.

Instead of save for web, just go to Save As and save it as a PNG or JPEG.

I am having the exact same issues as you were. I did everything according to the instructions in an old tutorial that everyone and their mother links to; to no avail. Did 'Save As' .png totally fix your problem? It is driving me nuts that I cannot get a grip on this issue after so much trouble shooting! Headdesk.
