Probably writing your text, then adding a stroke (1pt) in any color you like. Then set the fill to 0% and duplicate the outlines various time, changing their place a little bit. Afterwards setting a layer to Lighten or Screen and paint over the text in different colors (I hope thats understandable XD)

i'd do an 'outer glow' and use a gradient for the colour.
