I'm willing to cut the AoL/WW3 writers some slack, because the odds that Naoko Mori had been cast as Tosh at that point; Tosh as a character even existed; and that they had even fleshed out Tosh's background as a UNIT prisoner are so small (based on continuity in Torchwood being laughable, normally). But yeah, I think the writers of Fragments totally forgot about this ep.

His knowing what to say about the UNIT people swarming around is sweetly perfect.

I personally think that Jack knew that the Doctor was going to be there (from Rose), but purposely sent Owen because A. he couldn't go himself (timelines), and Owen being a doctor was the next best choice, and B. he didn't know exactly what happened, and he wanted to make sure Torchwood One didn't show. Unfortunately, there was a word maximum... :( Maybe I'll do a sequel...
