Well, she didn't say it to insult this girl/woman, but because she wore a top that showed definitely too much ... & ... well... a bra wouldn't have been wrong ! ;)
it's true that you can't choose what your body looks like, but you can choose how your clothes/your appearance look like.
There are good ways to dress... and not so good ways ;)
