The leader of the Goldenrod Gym will give you a spray bottle when you beat her. If you spray the "tree", it will move.

Until then, you have to find someone with a bottle of their own, or take the long way through Azalea.

That tree is a Pokémon. If you just spray water at it you'll have to fight it, but there's a way to get past it without that.

I can't say I know why it works that way. The Pokémon is called a Sudowoodo; if you want to pass him without fighting, you need an item you can only get by defeating Goldenrod's gym.
