Wily-dono there is a tournament for hand to hand combat happening in Neon City soon... I was wondering if the proper precautions are taken if I may participate in it?

It's only "cheating" because you're incapable of doing anything about it. That and the rules state no weapons, of course knowing you you didn't read anything. Ever.
