Klingon Bird of Prey. It's the downswept "wings" that make the difference. A Romulan warbird's nacelles are midline with the ship, while the Klingon BoP's sweep forward and down with the gun emplacements at the fore.

The reason I didn't think Klingon is that the center section doesn't extend as far beyond the nacelles, but you may be right.

It's an optical illusion. They are banking to port, probably trying to bring their disruptors to bear on the camera. That makes the bridge section appear truncated with relation to the starboard wing.
