Klingon Bird of Prey. It's the downswept "wings" that make the difference. A Romulan warbird's nacelles are midline with the ship, while the Klingon BoP's sweep forward and down with the gun emplacements at the fore.
It's an optical illusion. They are banking to port, probably trying to bring their disruptors to bear on the camera. That makes the bridge section appear truncated with relation to the starboard wing.
