I may not be the best informed source in response to your queries regarding Dr. Who alien linguistics, but as far as Star Trek goes, I hope to put your troubled mind at ease with two simple words: universal translator.
This ingenious plot device can make even the most obscure and obscene alien diction appeal to our human ears as only the most banal, non-regional American tongue could.

Sorry. I really like Star Trek.

Still, they have yet to explain why the universal translator fails whenever Klingons want to sound tough. Are they expressing some form of honor bound anger that cannot be expressed in English? Because i could buy that.

In Star Wars, bad guys have british accents.

There are also a lot of American movies that take place in Europe, where the the actors speak english. Sometimes they put on British accents to show that there not American, even though they're supposed to be German or something. This bothers me.

The Illusionist (takes place in Vienna, everyone speaks with faux British accents) is one recent example... but there are so many.
