It's a song from Touhou Project, or rather a remix of one. The original song is called "The Fantastic Legend of Tohno", and is the music that plays in the second stage of Perfect Cherry Blossom, the 7th Touhou game.
The remix is by doujin music circle COOL&CREATE.

Ahh, Touhou, I see.
A friend of mine's trying to get me into Touhou, starting with the music. I've only really heard "Bad Apple" and "U.N Owen Was Her?" though..
