First get your base ready


Then duplicate it twice
set the first to screen 50% the second set it to softlight


Then make a new layer
then color the eye white


Set it to Overlay 50%


Make a new Exclusion layer fill it with #030827 with opacity 86%


A new burn Layer fill it with #A7E6FF


Another new Exclusion layer fill it with #002878


Duplicate the base, then bring it on top. set it to burn opacity 50%


You could stop here but I wanted it a bit lighter

New curves layer

RGB= 160/200, 55/120
Red= 95/200, 30/160
Green= 150/190
Blue= 180/200, 60/120

Set it to 50%
