[Background info]
Meg lives in Japan (the year is somewhere past 2020 / its in the "near future"), where guns have been legalized in order to allow honest citizens a chance to protect themselves against criminals (who, consequently, also now have guns legally). She'd grown up in New York as an orphan, where she lived with and watched after three children younger than her. They were, in a way, partners in crime, though the worst they'd done is stole in order to get money to eat.
Then Jo came along, and Shirley insisted that she stay with them. Meg had been reluctant to accept her at first but after some events, she self appointed herself as Jo's partner, saying that Jo "owes her" for Meg having saved her life. So she left NY when she was sure the kids would be safe in the care of someone else (Sam).
They worked and traveled together for a while, and Meg became very fond of Jo (the manga very openly suggests that there's more than friendship Meg feels towards her), despite Jo constantly keeping their budget "in the red". This was when we find out that Meg is very prone to getting kidnapped.
They met up with Sei and Amy, and were contracted under Sei to work as bounty hunters. Meg was still Jo's right hand woman, and still got kidnapped as much as ever. She never once lost faith that Jo would save her, screaming things like "It's useless to sell me because Jo's coming to rescue me!" and "Besides, Jo cant possibly lose! You can take me hostage, but...".
Despite the kidnappings and being manhandled, she enjoyed living like that, with Sei and Ami. Who wouldn't, after all? Sei even hired a personal cook!
Then the person who had been requesting Sei's services said they no longer needed them and Sei broke the contracts (and gave them a good deal of money) and they disbanded. While Sei and Ami had went their separate ways, Meg still stayed with Jo. Meg was happy to live out a happy carefree life with her, as had been a dream of hers, but all good things must come to an end.
[Personality]
When Meg first meets people she is reluctant to accept them and often judges them ( "He's a little young, isn't he?" ). This is mostly for the way she raised herself, having to be wary of anyone but those she cared after when she'd lived in the city. Once she warms up to a person, she's very friendly, if not a little silly; Meg is someone who will stick her tongue out at a person or whine if she'd missed a meal. She whines over many other things, and being bored is at the top of the list, with her never ending search for being full as a close second.
Meg is stubborn, and can be violent if she needs to protect herself. No one could convince her to change her thoughts on Jo, or get her to calm down and stop trying to kick out or bite if she's tied up (she gets kidnapped enough, after all).
She's only fifteen and her outfit is fairly revealing, as are any of the outfits in the series, so she's a bit shameless in that way. Meg also has no problem using sex appeal in order to distract a man ( "Iya~n! No way! Jeez, I'm all wet! I guess I have to get changed~" ). Meg has a strong sense of loyalty to her friends but when it comes down to it the person she's loyal to above all else is Jo.
[Abilities]
Meg is fairly good with a small handgun she keeps on her, though she isn't as likely to whip her gun out as Jo is. She's also proven in the manga that she can lockpick, and do a few other handy things. When she needs to be, Meg is fairly resourceful.
As if it hasn't been established enough yet, Meg makes wonderful bait. When it comes to getting captured almost every-other-episode there is no one greater to turn to than her!

She's. soooo. hungryyyy. Also, Meg has a very adorable habit of falling asleep on Jo's shoulder!
