This fic is so cool.

He thinks it through rationally. He can't make them seem like targets; that would eventually lead them back to Woody and to him (and it; always it it it). So he has to do something else - the plan for the bus crash seems inspired to him. The collateral damage - innocent people - occurs to him, but he manages to force down any residual guilt. It's liberating, to hurt so many people who have done nothing wrong. He feels unchained.

There's something about this that makes such perfect sense. But I still like your version of things better!

Cassidy is really good at rationalization batshit crazy stuff. Thanks a lot. I do reckon that if Dick knew, he might have dealt with better than anyone expected - I just guess that based off season 3.
