Confusion: Are the Districts in Hunger Games like city-states or provinces? If the former, how do the residents avoid an inbreeding problem?

Is a city-state really small enough to have to worry about in-breeding? I guess I assume that there's thousands of people in one, enough that you can keep some genetic diversity.

I hope that is the case! I am just getting the sense that District 12, at least, is really small - if only relatively - since Katniss seems to know everyone and gets around most of the District fairly quickly. And how each District only has one town square?

LOL, burn. To be fair, though, it's a problem I have with most sci-fi/fantasy works. No one seems to have a sustainable population anywhere!
