This might be a really dumb question, but was it ever stated WHO exactly Victoire's parents were? Or is everyone just assuming?

Everyone is just assuming Bill and Fleur, but all we really know is that at least one of the parents has to be a Weasley, because Victoire is a 'cousin' according to little James Potter. Also, it makes the most sense since Bill and Fleur get married in DH, and since Victoire is only two or three years younger than Teddy [I believe], it just happens that they seem to be the most likely candidates.

And "Victoire" is definitely French, which would imply Fleur/Bill.

I think it's an assumption based on Victoire's name and age and the fact that she is somehow related to the Weasleys.

I assumed that she was Fleur and Bill's kid on the basis on her name and age as well. The likelihood of the other Weasleys having kids seems low either due to age, what has been told in the epilogue about them having kids (Ginny and Ron) and the lack of romantic interests (Charlie). There are two possibilities, it could be Charlie but he hasn't been shown with a girl and Percy, which could happen but we don't know about his r/ship with Penelope and whether it continued (though, due to the mythological connections to her it likely did). And George seems unlikely, for obvious reasons (still recovering when she was born I would wonder). Most likely choice I guess.
