When I first read the book--actually, my friend was reading it aloud to me and we were both breaking in with comments, snarky and otherwise. Both of us, at about the same instant, said "yeah right" to Fudge's explanation. Both of us thought Memory Charms were much more likely.

But in any case, I'm glad you enjoyed it.

It makes more sense than just assuming the previous PMs won't tell anyone. At least, it does to me. And it's not like Fudge would tell the new PM, "Oh, the reason your predecessor didn't tell you any of this is because we erased his memory." Great way to start off relations, don't you think?
