I hope, however, that there's at least one AI that got The Director's accent, as an explanation for why Church doesn't have it.

They also mentioned that there were several fragments that didn't have any combat use and thus were simply stuck in storage instead of being named with a letter and assigned to a Freelancer, so it's a possibility!
