It's baby Latvia, being abuducted and snatched away from baby Lithuanina and baby Estonia by someone, possibly the Teutonic Knights or Russia. And yeah, poor Lativa *wibbles*. But it's precisely for that reason that I couldn't resist making an icon of this picture XD
