I should be scaling back, too, I am th worst at it, though I feel like my tastes have gotten quite narrow so it makes shopping simultaneously easier/harder (harder to find things that I really want, easier to justify what I do end up buying...) I like http://deadfleurette.blogspot.com for guidance, even though I'd never be that disciplined & I have v. different tastes from her.
i have the same thing with the narrowing taste. i have gotten a bit better at buying things i really like and want to keep always but i still get tired of my wardrobe every few years and want to start afresh. not sure what to do about that.
I completely get it. I'm not actually as bothered as people assume with my food allergies/restrictions, because just Giving Things Up is not.. that hard.
Buy Nothing works really well for me with the buying things. I'd challenge yourself to do it for X period (until Christmas, a whole year, whatever) since that's much more concrete than "ever again." I always make sure to really think out exceptions, too. (I know I don't need to tell you how easily things like ssocks, household items, etc. become needless luxuries since there's a cuteness factor in EVERY consumer good these days.)
