Greetings stillmen and stillwomen!

I posted while ago on my first run. I'm now about five or six runs in. That was me who posted about going legit. I was simply pondering the chicken and the egg question of how long one runs a bootleg operation before informing the authorities, as well, how long before being able to spell "distillery" does one apply for the permits required to do their research (For example I've been theoretically distilling for about two years, and I still have a lot to learn.) Which comes first, the equipment and the experience or the permits?

Yeah it seemed a little boneheaded to expect to go to the man saying "Hi I want to start a distillery... what noo of course I've never distilled before!"

uniheliodem commented above that you could get a test license provided you destroy all product ..... but how can you know if its good if you don't drink it?! :D
