Nate and I went down to Kingston today in order to help Liz with her car. Hagnk (the car) had lost the charge in his battery, and couldn't start. I think it is possible to have a GMed email or forum or LJ game with rules, but that it requires a GM with lots of patience and time and a specific type of both story and system.
I tend to find my happy medium in system/combat/etc during sessions of a tabletop and when I want RP related goodness when I'm bored between sessions either writing backstory for XP or systemless chatting/RPing with other characters or NPCs. That requires though other characters with similar interests. I find I usually end up chatting with NPCs between sessions more often than not.

What's worked for me is to have my own, internal rules, more stringent than the game's, that I myself must live up to. My own are:
-An opponent is not to be confronted unless the outcome is in doubt. A done deal fight is no fun.
-All plans are subject to change. All other players have the right to interrupt my plans.
-My plot must be more powerful than me.
-My plot must require interaction with other people to move forward.
-A post most contain drama, humor, or character development, or it will not be posted. Ideally it should contain all three.
These rules keep the game lively and interesting enough for me. By battling against the limitations they impose, I always have somewhere to go or something to run from, and it keeps me from falling into the "look at these cool powers" thing that people often get stuck in in free-form roleplaying. They keep me always thinking about "What are this character's problems" rather than "what are this character's resources".
