Pingu (somehow, because who knew how a little penguin with no opposable thumbs could tie a scroll to the leg of an owl as big as he was?) sent a mighty enthusiastic owl back.

By the time he waddled onto the West Tower's second floor, he was practically bursting with excitement. He was painting a mascot! For an entire school! His parents would be so proud if they could see him now!

The ARTISTIC GENIUS sign was, he felt, fittingly big and bright, and he gleed at it for a little while before pushing open the door.

The tiny penguin's exuberance was completely shared by Sandra. Mr. Muggles had been so under appreciated since moving to Hogwarts. Save the hat and members of the Bennet family and Sylar, cause he and Mr. Muggles be homies, yo, no one in the castle truly appreciated what a fantastic canine the champion Pomeranian really was!

The 'ARTISTIC GENIUS' was a bit showy, perhaps, but Mr. Muggles deserved nothing less. "Hello?" she called out, walking cautiously into the room. "We're here."

Mr. Muggles yipped out a greeting* as well. He was thoughtful that way.

*Yip yip yip, which loosely translated went, 'I better look majestic, you lucky bastard. Fuckin' majestic.'

"Hello!"

Pingu appreciated it! And he showed his appreciation with saucer-wide eyes, clapping flippers and "oooooh!"-ing. "He's pretty!" Pingu hurried towards the pair of them, beaming all over his little penguin face and reaching out with both flippers towards Mr. Muggles, hoping to be allowed to stroke him. He was so fluffy! Truly, this would be a magnificent undertaking!

A penguin.

...Well.

She'd seen stranger things. A daughter that could regenerate, a husband that turned out to be James Bond incarnate (only much better looking, in Sandra's opinion), and people putting cream of mushroom soup in macaroni and cheese.

So Sandra smiled, nothing if not the proper Pageant Mom. She knelt down and held Mr. Muggles out to the little bird. It was all quite cute, actually! "Why thank you! Would I be right in guessing that you're Pingu?"
