King Kandy sits on a throne of lies. I have every reason to believe his is a monarchy fraught with murder, inbreeding, and hidden allegiances.
Furthermore, his taste in dress wear is nothing short of garish. There's no doubt in my mind that he would steal a plethora of kidneys, if it would further his family's tenuous grip on the Candyland throne.

How does King Kandy's fashion sense factor into the equation?

I can't recall either of those locations as being displayed on the rather crude map of Candyland that Hogwarts has in its possession. However, the map I was privy to was undoubtedly a product of the state tourism board. It's entirely possible that both Candy Mountain and Caketown are a part of King Kandy's domain, and that the information is simply being withheld for nefarious purposes.
