[Fran looked around the room wondering just where to begin. He wanted to document everything, but, had to be careful and not waste his film.

Oh, yeah, Fran's dressed as a reporter. It's really just a convenient excuse to walk around documenting everybody's humiliation exploits and gather blackmail material, but, it really works as a cute costume, too.
With the exception of his trusty (and recently retrieved it's been journeying with his troupe) 1930 C Model Leica, and a few canisters of film, nothing about the boy's outfit is out of the norm.

But, it's still a reporter costume because there's a camera even if it is an incredibly old one. Technophobia is awesome, okay?

Is there something wrong with tigers? [Fran had some back home (roaming as it was), actually. They were really nice. He used to threaten to feed his hat to them a lot.

That's awful passive. Aren't they hurting the feelings of the pictures by not letting them do anything? I pride myself on that. Pretty sure it's an inborn gift.
