If it really is a state law, you need to consult PA's landlord-tenant laws to find out what to do about this. It is possible there is a tenant advocate that can do something about this. It is also possible that you will have to take them to small claims court.

I'm not sure about PA, but in some states the 30-day rule is actually a law. Look into this. If if is, and they haven't refunded you by that 30 days, you can sue them for the entire refund, because after 30 days they have no legal recourse to take any part of it from you.
