I'm 100% the editor was joking. I found it pretty funny response, LOL. You left out the best part of the response though! They said (Editor’s note: Next time, Debra.) Which I took to mean Ginny would have a bigger part in their next HP issue. I'm holding him to his promise. ;)

Yeah, it is rather surprising to see even Lupin and Tonks get some good screen time together. I'm so disappointed that they changed the whole storyline with the two of them. That was part of the mystery in the book to me as to what the heck was wrong with Tonks that entire time.

Even if he was joking, Harry's heart never belonged to Cho. It was Ginny's since book 1! I'm glad Deb stepped up for us H/G lovers and complained about the lack of coverage of the woman Harry spends his life with!
