I've never cosplayed but I've had a few friends who have. Sexual harassment is sexual harassment. I understand some are trying to "stay in character" but y'know ask first? Not everyone is comfortable being all touchy feely with a complete stranger.
And that shouldn't even say 'punk'... And it took me a moment because it doesn't really look like England... Looks more like Cloud. :/

2) Meh, couldn't care less
3) Personally, I am very touchy-feely person, so I don't mind if people randomly hug me. That being said, I never touch anyone without asking "hey, is it cool if I hug you and we take a picture?" That's just common courtesy. Cons are not magical places where you somehow transform into the character you're cosplaying and so everything they normally do is a-okay. It's not. Separate fantasy from reality, people, really now.

2) Well I think to think of punk like emo/scene stuff, lots of piercings, funky coloured hair, tattoos, eye makeup, etc.
3) If they ask permission and you're ok with it, then sure. If they just come up to you and do it, no effing way.
