ETA: Just reset my neighbourhood to do a new challenge and I've realised I'm missing China and Japan's hair flower meshes. Would you be able to point me towards them?

Maybe you don't have an addOn I have, that's why that installation-thingy is telling you you can't install this sim. I suggest you to use the clean installer: http://sims2pack.modthesims2.com/ :>
