I just totally saw Prussia here. Especially your reply on the 'How would you want them to act if they won?' question... he is someone who will be a total douche about winning (only difference there is that he'll say how Awesome he was, erm).

How else would anybody have an intense competition unless if it was with a guy with an ego the size of a galaxy, someone who was Awesome (sure he lost to swimming against America that one time but... y'know, he's America and lives on the power of burgers)... he's Awesome, a 'brilliant tactician' so I can bet he'd be a challenge.

Besides, Prussia'd be used to getting beat up. I imagine you won't lose a few sleepless nights over that >xDD

I say Prussia. I think he'd love to be a total asshole about bein the winner, and he would not be excited about his awesome self gettin beaten >XD Plus I think that with his kickass past he'd definitely not be easy to defeat.
