Well, if civilians got through the "safety barrier", I'm sure Firi-tan would've gotten through as well. And there isn't really a ban - more on a strong encouragement to avoid travel to the Philippines.

I like how she's standing away looking in at the bus. It's like she's hesitating whether to go nearer or not. The pain she feels must be overwhelming. Nice trick with the rain too! Kudos to a very evocative piece :D
