I think it's quite obvious in canon that Romano also likes Spain... Spain is just too dumb to notice it sometimes. Well, I want to see Romano get sick of it and want to just tell Spain openly, then have trouble telling him that and instead deciding to show him.
And so the smut happens. With Romano on top.
