The new leaders of both countries seek to re-affirm alliances and bonds with each other, (or heal them, should you choose), and of course their Nation-tan are there.
The kink is, that for Nation-tan's to do this they have sex. New!bosses don't know this, and are shocked to hell when the two start doing it right there in the office. It's common practice for them, whether they particularly want to right there or not.
Would prefer a more serious tone than cracky, and asking for sex, please!
Bonus: It's not just the two bosses, but all of congress, and the royal family/ministers, --all the important administration!
