At the latest Comic BIRZ, there are colored character sketch (fixed designs) of many characters, including some characters their voice actors are not announced yet.

I added name of countries for small images. Sorry for poor quality of scan!
This article also including first appearance of Spain, Greek, Estonia, Latvia, Belarus, Great Roman Empire ,South Korea and Belgium = a girl in aqua colored dress.
(Of course there are more characters in anime not announced yet)
According to interviews of directer, producer and casts, story of anime goes as timeline of original chapters. Comic version of Hetalia have to be closer image.
So, some characters would appear later though they are popular.
(But characters in "Meeting of the World" episode are appered early, for example Belgium and Belarus appeared this episode though they didn't speak all)
