This particular anon has a massive kink for people being 'serviced' whilst they're unable to fully let themselves go and enjoy it.
For example- England being distracted by America under the table at a G20 meeting and having to pretend nothing's happening so the others don't catch on.

America was driving, of course ("Bloody hell with these roads, I'll never get you Americans." "You're just jealous because our cars have steering wheels on right and not all fucked up like yours." "Piss off."), with almost 40 minutes to spare before the meeting. They were caught in traffic, and England was squirming in his seat, checking his watch regularly and glaring out the window at the other drivers. Once he even went far enough as to stick his head out and yell at one in heavily accented English while America struggled to pull him back in, one hand still clasped firmly on the steering wheel

I love the image of England sticking his head out the car to insult other drivers. And I think you are spot on here: England was happiest when he had something to do. After all, England has always been an extraordinarily active nation, so I think it's only logical that England, the man, likes to be occupy.
