Due to a mistake by the magical girl-bestowing gods or something, instead of her sister, it's Lucia* who ends up having to save the city from in strange and occasionally fetishistic outfits. She's terrible at it, of course, so I'm really looking to see her being rubbish at absolutely everything involving her new, er, 'job'. She might have superpowers and an interesting skirt that somehow prevents pantyshots, but you know. Ridiculous scenarios galore, and preferably as little serious angsting as possible!

You don't have to call her 'Lucia'; it's just a placeholder name. I just like it.

Bonus points if Spain (who you can genderbend if you like, by the by) has absolutely no idea of Lucia's alter-ego, even if he's the only person who doesn't. (fem!)Spain/fem!Romano would be cute, but hilarious romantic failure is definitely the way to go.
