Anon, I would love a Hetalia (maybe even Gakuen, for extra appropriateness?)/Revolutionary Girl Utena fusion. I blame my roommate, who made a joke about "Revolutionary Colony America" and now it won't leave my brain.

Bonus points for incorporating my favorite ships (OTP is overwhelmingly RussAme with UKUS, FRUK, and GerIta trailing behind it by a pretty wide margin), but given the big twisty knot that are relationships in Utena, that might not be too restricting!
