Russia/America, atrocities during the cold war preventing modern day relationship

During the Cold War, Russia really hurt America in some way. Doesn't need to be rape specifically, but if you wanna go that way, that's fine. Now, in modern times, they're trying to become friends again, but America is still shook up about whatever Russia did to him, and doesn't want to see Russia more than he has to.

Russia feels really guilty about this and wants to show America that he's changed. Whether or not America and Russia do reconcile at the end is up to the filler.

If you wanna go ther other way and have it be America who hurt Russia, that's fine!
