Lithuania and America had an affair during the 1920s; but then, Alfred moved on and poor Toris moved with Russia. While being in Ivan’s house, he holds on to his love as a form of coping with what's going on around him, but after WWII, the Western Betrayal happens and it breaks his sanity; he develops an obsession with Al that only festers and festers as he sees America with other partners, take center stage in world affairs, and engage his Russian master.
When the Soviet bloc falls, Lithuania quickly applies for all international organizations and vows to make America his again. By force, if necessary (force here being deceit, poisoning or something, since Lithuania is weaker than America, but he must know a lot of tricks dealing with bigger and more powerful nations)
If you want to give America a steady partner in the present, I like him with England, France, Russia, China or Germany.
I also thought Russia would be the best choice, because of the implications, but I left the door open to other pairings in case potential fillers didn't like it (and because England also has big potential, being the nation closest to him in the moment of the Betrayal...so the association in Liet's mind would be terrible).
