Russia and America are talking about something (relatively) innocent in a hallway/restaurant/whatever. Another nation passing by overhears and, not knowing what's going on, is going: "What?! OMG, we're going to die! They're going to kill us all!" They spread the word. The world panics.
Anons, I'd like international misunderstandings and overreactions! Pairing is Russia/America, with Russia LOL/KOLing and taking advantage of the chaos to get the confused-and-bewildered!America to sleep with him in the name of "improving relations"!
Bonus: Russia and America were originally talking about either a new space station or their kid Alaska. :)
